2020年10月16日,曼谷——每年的世界粮食日,联合国粮食及农业组织亚洲及太平洋(亚太)区域办事处都会举行纪念活动。今年,由于2019冠状病毒病疫情全球肆虐,且对人们的生计和粮食安全造成了影响,我们取消了庆祝活动。但正是由于这样严峻的形势,今年的世界粮食日比以往任何时候都更加重要。 新型冠状病毒的传播对亚太地区数百万人的粮食安全和生计造成了严重影响,这样下去,我们将无法实现消除营养不良和贫困的“可持续发展目标”。 2020年,世界粮食日的主题是“齐成长、同繁荣、共持续,行动造就未来”。新冠疫情对我们的粮食体系和数十亿赖以为生的人们造成了影响,我们要迅速响应,并早日从中恢复。 从疫情中恢复,是当务之急 今年的世界粮食日也是联合国粮农组织成立75周年的纪念日。1945年,第二次世界大战结束,世界多地陷入饥荒。数月后,在危难之时,联合国粮农组织成立了。今年,全球再次面临重大挑战,饥饿人数增加,2019冠状病毒病疫情的蔓延使得饥饿问题雪上加霜。我们需要立即采取行动,正如粮农组织总干事屈冬玉在全球视频致辞中说的那样,“未来从今天开始”。 像往年一样,粮农组织亚太区域“零饥饿”特别亲善大使、泰国公主诗琳通以视频致辞拉开了粮农组织亚太区域世界粮食日活动的序幕。 诗琳通公主在视频中表示,“2019冠状病毒病疫情给全世界和我们所处的亚太地区带来了巨大挑战。它造成了死亡、悲伤和痛苦,也影响了经济。世界各地的人们都受到了不同程度的影响,但受影响最为严重的还是我们当中最为贫穷和脆弱的群体。”她同时强调,“这次疫情迫使我们所有人深刻审视现有粮食体系中的不足,并思考如何实现‘齐成长、同繁荣、共持续’。今天的行动决定着我们的未来,希望大家能从此次疫情中吸取经验教训、修复这次危机造成的破坏,并制定具有适应性且可持续的恢复计划,以抵御此次疫情及后续危机将带来的冲击。” 作为世界粮食日活动的一部分,粮农组织亚太区域办事处还举办了线上互动研讨会,研究采取何种方法来评估粮农组织亚太区域的“2019冠状病毒病应对和恢复计划”,并分享了一些正在开展的优秀实践案例,这些实践在疫情之前就已开展,且与疫情恢复期相关。 此次研讨会特别邀请了来自亚太地区的资源和发展伙伴,包括来自各国政府、私营部门和民间团体的代表们。 响应和恢复——逐步实现 本次活动的小组讨论环节探讨了联合国粮农组织的“2019冠状病毒病应对和恢复计划”以及此次提议的针对亚太区域的各项行动。亚太区域必须实现粮食体系转型,使其更具适应性、可持续性和均衡性,缺一不可。 联合国粮农组织助理总干事兼亚太区域代表金钟珍分以下三步介绍了该计划。 金钟珍指出,“首先,我们需要扭转所有自上而下的方式,响应措施应由下而上。我们必须认真倾听全世界妇女和青年人的声音,并采取相应行动。第二,我们要以往鉴来,推陈出新。” “当前的2019冠状病毒病疫情及其所造成的破坏说明我们需要重新构想生活方式,如果我们进行创新,就可以‘重建得更好’。这意味着我们要更加灵活和高效,准备好应对新挑战,并且抓住一切机会来实现目标。”他表示。 “第三,我们必须停止不良竞争,努力实现协同增效。面对疫情危机,我们要共同行动,包括增进联合国机构在国家层面的合作,加强与私营部门和地方行动者的伙伴关系”。 2020年诺贝尔和平奖——世界粮食计划署 在发言最后,金钟珍向荣获2020年诺贝尔和平奖的世界粮食计划署(WFP)的同事们表示祝贺。他说,这一奖项“极大肯定了抗击饥饿的重要性,也说明了我们可以共同消除饥饿和营养不良。正如我们能够,也必将战胜这次全球疫情一样”。
