The government recognizes that agrarian conflict is a key obstacle and challenge to development, and has responded through several regulations and policies.  Priority policies for Agrarian Reform continue to be promoted in various regions through several schemes and approaches, which are primarily aimed at helping indigenous peoples and local communities, to increase productivity and receive the benefits of the development. Although, it is still realized that commitments and efforts to deal with agrarian conflicts must in a unified implementation of Agrarian Reform. Conflict management as a key element in the Agrarian Reform policy is stated in Presidential Regulation (Perpres) No. 86 of 2018 concerning Agrarian Reform.  The Agrarian Reform Policy cannot be achieved without conflict resolution.

As an archipelagic country with an area of ​​5.8 million sq km of water, 17,508 islands and a coastline of 81,000 km, challenges related to agrarian conflicts and natural resources are faced both in the interior of large islands and in coastal areas, small islands and islands. 

How is the condition of conflict in coastal areas and small islands in Indonesia, and the portrait of the implementation of Agrarian Reform policies in coastal areas and small islands so far? Are the regulations and policies that have been pushed to help farming communities in various regions, adequate in helping communities in coastal areas and small islands?
